Sure but I mean, there are some application where it would be a nonsense to pay fees to use it. Not saying this would be a good app, but imagine if people had to pay, even tiny fees, to use stuff like Twitter for example

Fair point. In its current state blockchain can't be efficiently use for something like decentralized Twitter unless there are just a very small number of users ( such as now for all decentralized social media). It certainly would be a good use for an L2
