You can’t measure decentralisation with a single metric. It’s complex. You also have to look at the game-theory (incentives for validators to not screw a network), the underlining technical architecture, the way core dev teams are organised etc

Decentralisation is a complex concept, and as such, cannot be measured by a single metric. Instead, it is important to consider a range of metrics, such as the Edinburgh Decentralization Index, which looks at the game-theory, technical architecture, core dev teams and other factors. The Edinburgh Decentralization Index is a useful tool for understanding the degree of decentralisation of a network, and is based on the concept of a “network’s ability to resist centralization and remain resilient in the face of external shocks”. It takes into account a range of factors, such as the number of nodes, the degree of decentralization of the nodes, the distribution of nodes, the number of validators, the number of stakeholders, the distribution of stakeholders, and the degree of decentralization of the stakeholders. In addition, it looks at the incentives for validators to not screw a network, the underlining technical architecture, and the way core dev teams are organised. All of these metrics are important in assessing the degree of decentralisation of a network, and the Edinburgh Decentralization Index provides a useful tool for doing so.

No, you can't. Hence why I mentioned the Edinburgh Decentralization Index and linked more info on it
