21 not 19 but that's not really the relevant factor in terms of decentralization. What matters is the minimum numbers of validators required to take control of the network. Sadly, BSC is more decentralized than Tezos in that respect. Looking forward to the Edinburgh Decentralisation Index for a better metric

I disagree. It’s not that easy. If you argue like that than BTC had a worse decentralisation than eg. BSC since BTC has only ~7-10 relevant mining pools that could take over the network.
