And also, what was the discussion like surrounding the decision of 10,000 XTZ to operate a roll-up (again I’m not sure on the distinction) and versus the 6,000 XTZ requirement to run a baker?

I don't think there is a correlation between these amounts. 10,000 tez is the same amount as the requirement for running a TORU. I don't know how it was chosen.
